I would still prefer a person with a Computer Science degree. I would also obviously test him/her for skills and passion, but if she has spent 4 years doing a CS degree, half attentive in class, and cheated through exams, I would expect that person to know basics which are other wise boring and mundane during studying, and hence no one would self-learn such things.
