This is happening already. FSF names it as Android/Linux when talking about
the system and as Linux when talking about the kernel, in all their official
communications. :-)

Somehow people who found fault with FSF for prefixing Linux systems using
GNU userland tools with GNU/ failed to notice when Android did not include
Linux anywhere in its name or when FSF started calling Android as
Android/Linux.
