EEEPC comes with Xandros but you can get it working on any Linux distribution. The latest models require third party modules to get the wireless up and running but this is hardly going to take a few more mins. Acer Aspire One with comes with Linpus, a derivative of Fedora. Plain Fedora works fine. Dell Mini - Comes with Ubuntu but the Intel driver has some proprietary components that makes it a hassle to upgrade or switch to another Linux distribution. I don't recommend it at all. Can't give you recommendations on where to buy these in Chennai though.
