The cell phone in "modem mode" may be enabled in Windows because of the 
application/drivers provided by the manufacturer for Windows OS. 

The above may *not* happen automatically in Linux.

Does the device show up in dmesg?
Is the usb-serial module loaded in the kernel?

Just like in Windows, the proper drivers need to be installed. 
usb-serial module must be loaded.  Additionally, the user may also have 
to switch to the device to modem mode.
