Options: a. As already suggested change permission to /usr/bin/passwd so that required groups alone execute. However, I am not sure what will happen if the user uses gui tools. b. In my opinion easiest to set time limit to change password by the user to some large limit say 2 years so that password remains in tact. However, the whole idea is against basic security measures.
