I was able to extract the 32-binary tarball, go to bin and run scilab out of the box in Fedora 11. Since it seems to bundle all it dependencies in the third party folder, it appears self contained. Are you by any chance using a 64-bit box? There is a bunch of work at https://fedoraproject.org/wiki/SIGs/SciTech/Scilab Doesn't seem to be progressing much and I tried to build it from source but there seems to be a maze of dependencies.
