I presume we are in a collaborative and interactive mode of working -- unfortunately, there seems to be a need for "guided" collaboration. I have been with NRCFOSS since 2006 April. As part of our official NRCFOSS duties, we organize events where we involve members from FOSS Community (includes LUGs across the country, FOSS experts / users who are not LUG members, and others). Eventually, it boils down to the efforts of the individual who has taken the responsibility of coordinating a particular event -- be it Raman or Srinivasan or Prakash -- to reach out to potential collaborators and get things going. As I pointed out in my earlier mail, I wouldn't like to attribute adverse comments or acts of errots from individuals to the entire group. Of course, we all have "freedom" to think in our own way.
