That can not be said generally. Reason for this is that the RR with an 
underscored prefix MIGHT end up in a different zone than the record without. 
This implies that two records with the same owner and different RRType MUST be 
in the same zone, while a name without and one with prefix MIGHT NOT, where 
also one of the zones is signed and the other is not.
