Yes, they are individuals, not companies. Individuals can not be
effectively controlled with patent or copyright.

Indirect way does not work.
If major form of distribution is through uncontrolled copying on the
Internet, which can not be illeagal if royalities are charged, it is
impossible to know the fair share of the royalties for each copyrighted
material.
