Indeed, my comment is based on the view that Replay is only worth doing at scale and therefore using domain names that have an 'interesting' level of reputation. Random, small ISPs seem unlikely, though your example makes that assumption a lot less obvious than I`d have thought. Unless, of course, Fastmail no longer counts as a boutique ISP. (I'm not inviting discussion about that, merely trying to account for the example.)
