That seems right.

It's true, existing forwarders that just change the recipient address aren't compatible but honestly, these days forwarding basically doesn't work. I have mail users who want their mail forwarded and even though I carefully preserve the DKIM signatures, add my own DKIM signature and a set of ARC headers, and put on my own bounce address so the SPF passes, and as often as not it's rejected anyway.
