Interesting question. The MSA is usually also going to be signing mail that has not come through the list manager, so it would be nice to keep the signing and the keys in one place. Look at draft-gondwana-dkim2-modification-alegbra and you'll see that it puts the changes in separate DKIM2-Delta-Body and DKIM2-Delta-Header header fields. The list manager could add those and the MSA sees them and includes them in the new signature.
