That's true. Someone pointed out that you can't do DKIM2 as a milter since milters can't mess with the envelope and I doubt they can split a message into two copies.
On the other hand, the IETF's mail already uses a combination of milters and LMTP routing through separate server processes. It's harder but it's not that much harder in most mail systems.
