Well, the "header" draft is barely an outline of something -- the
"motiviation" draft has way more meat even though it's intended to be
informational, I assume. So I'm not sure why the wg should adopt that. I
think it would be better to see something that is closer to an actual
protocol solution before the wg should adopt anything that is intended
to be standards track.
This seems really premature.
Note that we haven't adopted the document yet. We haven't even put out
the minutes of the face-to-face or put out a call for adoption yet. We
simply marked the document as a candidate for adoption. Given the
discussion in the face-to-face. Nothing premature about that. See

Is it somehow wrong to comment on what went on in the meeting? I wasn't
there.
