It is more than that.
I find it sheer unbelievable that such a dramatic change of the
entire SMTP infrastructure is handled in the backstreets of some
lines of a sugared, easy english reading draft.
Now it comes something like "XX.X percent of all emails have only
a single receiver", where X is surely 9, counting all spam
messages, and so it is all no problem.
I repeat for myself that i hope for times when email is easy
again, and handling mailing-lists is again something that can
easily be done, and efficiently.
That draft of this thread is incapable to get there, in at least
its current state.  Period.

In my opinion the updated DKIM should bolden SMTP, and use its
mechanisms, for reporting aka rejection.  It is
a cryptographically authentifying helper for and of SMTP messages,
not "THE THING, that by accident uses SMTP".  So that DKIM2 does
not fit that bill, and requires anything anew, it is yet another
bypass, like DMARC, like ARC.  And what not.
If you are lucky with it, maybe you are all too intelligent, as
Dave Crocker said, to achieve this.  But if it is true, then,
surely, the real meaning of intelligence comes into play, and with
some reflection you will find that i am right.  I believe you have
no other option.  Not that it bothers anyone.
