We haven't stipulated in the charter that there's a policy piece to
this, so I may be overstepping here (or the memory I have is of
someone else doing so), which is why I invited correction.
I would hope not. Or at least without good motivation, but I'm not sure
whether there is much more to be milked out of the base policy mechanism.
OTOH, one thing I've though about is having indicators beyond policy of
"here's how I behave as a sender" and "here's what you should expect
from me" that might be helpful.
