indeed the content of the directory "/var/lib/icinga2/api/packages/_api” does 
not look good

[root@pc-tdq-icinga-20 _api]# ll /var/lib/icinga2/api/packages/_api
total 4
drwx------. 4 icinga icinga 4096 Mar 22  2017 conf.d

while on the other node of the cluster it looks good

[root@pc-tdq-icinga-21 ~]# ll /var/lib/icinga2/api/packages/_api
total 16
-rw-r--r--. 1 icinga icinga  454 Feb  3  2017 active.conf
-rw-r--r--. 1 icinga icinga   37 Feb  3  2017 active-stage

So on Monday I will try to recover it as mentioned in the link provided, and I
