Tried to read all the responses to this thread but I have missed this point. Unless NJ has a decent developer platform like Eclipse(?) or IBM Developer for z/OS Enterprise Edition then they are not only going to require Cobol programmers, but people with Z/OS knowledge like JCL, file system structure etc. Just knowing how to code might not be good enough. Alternatively a good coach who can assist with that stuff while the person focuses on coding.
Then of course what is the application written in? Is it CICS/DB2, IMS, VSAM etc. They are skills in their own right.
