Might the theory be if R783IIPB is large relative to R893IIFS, maybe you have 
an issue?

RMF calculates "Percent I/O processor busy" as (IIPB * 100) / (IIPB + IIPI)

Which would make sense if those are samples of some type. Looking across a 
several customers, I do see that they tend to be about 240 samples per second, 
within about +/- 1%. So it does seem like they're samples of some type. 

I see very few intervals with an I/O processor more than 10% busy in the 
customers I sampled though, which matches my historical understanding that most 
customers don't have an issue with SAP capacity.
