I would think it is because at one time there was no MODGEN library and JCL all 
pointed to AMODGEN.   Then once MODGEN came into existence people just
added MODGEN and didn't delete AMODGEN to some samples.  Sometimes I still 
see samples pointing only to AMODGEN, so it is actually one of only two DLIB
libraries I have indirectly cataloged with a symbolic that I change at each OS 
upgrade.
I also indirectly catalog SYS1.AMACLIB because some samples have it.

Since MODGEN represents the running system, I don't know why anyone would
want to use AMODGEN instead of MODGEN.
