I don't know the answer to the question, but FWIW, historically (long before there was an ISPF or SDSF) one of the reasons for all-upper-case was because many consoles could not handle lower case. That is one reason why the IBM message standard for a very long time was that any console message had to be all upper case. That requirement has pretty much been abandoned (but it's unlikely that there will be any concerted effort to change existing messages). New messages tend towards mixed case, but many components prefer consistency within their own messages. I'll readily admit that the mixture of all upper case and mixed case messages on a console is somewhat jarring. That seems unlikely to change.
