We have a test LPAR that uses any one of several JES2 setups, and we have all 
of the JES2 volumes offline at IPL.  We use automation to ask before JES2 is 
started as to which environment they want to use, and based on that answer, it 
varies the correct volumes and starts jes2 the correct JESPARMS.

For this particular situation, we spent a LOT of time bringing JES2 back down 
just to change the packs and bring it back up.

So, while I probably wouldn't do this in a production environment, there is no 
really good reason that you have to have them online.

However, most sites have the volumes in VATLSTxx as needing to be there at IPL, 
so if you are going to delay that step, make sure you don't have them in 
VATLSTxx as needing to be there to IPL.
