When you replied "0,CLPA" to get the IPL "to continue", which specific 
message were you replying to?

If it was IEA101A SPECIFY SYSTEM PARAMETERS ...

then I think that nothing placed (or removed from) any IEASYSxx is going 
to avoid that, because this is asking you, in effect, which IEASYSxx(s) to 
process.

IEA101A is issued if the operator override flag is on in the Load 
Parameter Set (yours is not, because you said it was "M") or if no SYSPARM 
card existed in the LOADxx member that was used to IPL (about which you 
have not answered my query) 

The IMSI character choices of A, P, S, T will result in always prompting; 
all others will prompt when there is no SYSPARM statement in LOADxx.
