Um. There are transforms for EBCDIC code pages to UTF-8 et al. But that's not *the* answer: there's no intrinsic association of data with a given EBCDIC code page, so "Just transform it" is a non-trivial exercise. Once you know what code page it is, it's (relatively) trivial, but you have to get to that point.
