If the WAIT bit, x'80', is on, then you need to do a real POST. Merely turning on x'40' will not get a task out of a wait state. That is what you are seeing I believe.
If the x'80' bit is on, then do a POST, and that needs to be a POST with ASCB. You must use CS so that the 80 does not get turned on after you check it but before you set the 40.
