All of the popular z/OS "disk migration" ISV tools allow you to do this without taking down applications. Track by track migration of extents that are not currently "open" is child's play. The sophistication is in the handling of the "in use" tracks on the old volumes. I/Os against them are intercepted and transparently redirected to the new volumes until such time as those extents are eventually closed. After that, it's BAU.
