We have device count reduction on our wish list. Unfortunately we know of no way to accomplish that without taking (multiple) application outages to consolidate data on fewer larger volumes. High impact and high risk with the benefit going mainly to infrastructure care-and-feeders. Our stated goal of rolling-IPLs whenever possible would be severely compromised.
All of the popular z/OS "disk migration" ISV tools allow you to do this without taking down applications. Track by track migration of extents that are not currently "open" is child's play. The sophistication is in the handling of the "in use" tracks on the old volumes. I/Os against them are intercepted and transparently redirected to the new volumes until such time as those extents are eventually closed. After that, it's BAU.
