I don't have a z14 to verify, but doing it with earlier Z boxes requires inserting the USB into the right slot on the right HMC. It cannot be done via remote login, only on a physical HMC connected to the CEC. When you insert the USB, a message will pop up on the HMC confirming that the USB is recognized. That's when the 'upload from USB' option becomes selectable. If you don't see that message, then the USB is not recognized. E.g. wrong slot or wrong HMC device. I think the IOCDS needs to be in the root directory on the USB.

Note, remove any other stick!
