IBM blundered with the 'scp' command on z/OS and made it automatically and

scp is universally outside z/OS a binary transfer protocol which knows nothing
whatsoever of the content it transfers.

z/OS users are forced onto the inferior sftp which in the Unix world is merely an scp-knockoff nod to decades of scripting ftp.
