From a UNIXy platform or Cygwin I might try (if desperate):
ssh user@zOS "cp \"//'PART.DATA.SET(MEMBER)'\" /dev/fd/1" >localfile
(I rarely get that right on the first try.)
Are you allowed Cygwin?
