IBM capacity is defined as the maximum usage over a 4 hour rolling period. If you have a temporary high usage period exceeding your capacity that isn't too high and not too long, you aren't impacted.
You go too long or too high and the processor starts to slow down so the total usage does not exceed your 4 hour rolling period. At that time you need to limit your usage or upgrade to a high model to meet the peak 4 hour rolling period.
