I've been testing this and it looks like z/OS Security Level 3 is required for enhanced encryption algorithms. Unfortunately this is not a standard component and must be selected when you order z/OS. I did not select it and z/OS 2.1 cannot be ordered any more from ShopZ. They said to try my sales rep to see if I can get an archive copy......
