Resolution. Thanks to some help offline, I was pointed to RDEFINE TSOAUTH MOUNT UACC(NONE). This allowed me to enter "mount -qv /". Thanks Steve.
And it was pointed out that in the USS Command Reference table 17 shows the output of the mount -q and -v options. I find much more in the books than the bits and pieces presented through the IBM KC.
