You can determine this yourself by issuing a D T operator command. In the response, "UTC time" is the value in the TOD clock. If you don't have the authority to do that, you can look at any SVC dump or SYSMDUMP with IPCS. Issue the IP ST SY command. "GMT" is the value in the TOD clock.
