I've checked and re-checked and the devices are in the IODF. The only
difference is the LOCANY=YES.
Does anyone have any ideas what I've missed?

I also did an HCD compare and verified that the LOCANY=YES from LOCANY=NO was
the only difference between the two IODF's.
Were they defined as DYNAMIC?
