CP 1140 is essentially 037+Euro, i.e. it has the square brackets at
the 037 locations. If your emulator has CP 1140, it probably also has
CP 924, which is 1047+Euro. That would work if it's available.

Probably the most widely used on the planet is PuTTY.  "PuTTY is a
free implementation of Telnet and SSH for Windows and Unix platforms,
along with an xterm terminal emulator. It is written and maintained
primarily by Simon Tatham."
