Trust IEFBR14 to do what? The function of IEFBR14 is to return with RC
0; only this and nothing more. That function has been trustworthy
since the early days of OS/360, with one fall from grace in primordial
times.

Because the working of IEFBR14 has nothing to do with the function you
want.

Allocation does that if you specify
DSN=FOO,SPACE=(TRK,0),DISP=(MOD,DELETE) or the equivalent.
