Actually, it's the other way around.  LEGACY is the default, you must 
explicitly specify NORECALL if that is the behavior you desire.  (Unless that's 
changed in 2.1) 

You are right that it cannot be overridden in a particular job, but I would 
think to accomplish that would require more JCL - which if I remember 
correctly, you hate...

And yet, lately, the O/S makes such an assumption when the data set is 
migrated.  Yes, as R.S. says, you can turn it off.
It should be possible to override it within a particular job, not system-wide.  
OS/360 was not designed as a multi-user system.  Its descendants inherit that 
original sin.
