The DFSMShsm Storage Administration manual (chapters 13 and 56 in my copy) describes the selection criteria used by RECYCLE. Many are specified in the ARCCMDxx initialization member of PARMLIB. Others are specified on the command itself and some of those can override the initialization values. There are numerous reasons HSM can decline to select a tape. The LIST TTOC and LIST VOL can help you identify which conditions (such as chaining, status, or percent valid) apply to the tapes you are interested in.
