No, I didn't take a console dump. I would agree with your analysis
except when the job holding SYSZEC16 was cancelled, the other jobs
started executing again.
We have restarted LLXCLNTE, and I am running the ENQ monitor ISGRUNAU.

My guess would be the lock on the Catalog rather than SYSZEC16. SYSZEC16 is
the purge process - also note it is STEP.. But that the CATALOG had some hangs
could be the issue. Catalog has a SYSTEMS level lock.
Do you know why the CATALOG for SYSIGGV2 was held up? Did you take any console
dumps of MFNETDSK tasks and catalog at the time of the error?
