It's interesting that the explanation contains "Operator response" and
"System programmer response" but not User Response which would
seem more relevant.
I can't suss out from that page which utility is issuing the message, nor did
the OP identify it.
I stated earlier that I believe IEBCOPY invokes Binder to convert. I'm
not sure. It might use Program Management services directly, as I
believe does AMBLIST to analyze program objects.
