It's not a problem with EBCDIC; it's a problem with "poor" (as
opposed to "rich") character sets. ASCII (as opposed to Unicode)
does not have a copyright symbol either.
ISO-8859-1 (and Windows-1252) have a © at X'A9'. They are the
standard Internet EMAIL coding method if not using UNICODE (UTF-8).
