We found a bug early on in OMVS with HFS allocation. HFS by design allowed attributes that were denied to PDS. In some circumstances, allocation was checking attributes in the wrong order and failing a request for HFS because it was mistakenly deemed to be PDS. Fixed by APAR.

It wasn't restricted to 64k TRK even in OS/390 era. The only limitation (relieved in OS/390 2.10 AFAIR) was SMS required. Now PDSE can ba as large as your volume is, so for EAV it is 1TB. Of course it would be much more convenient to have multi-vole PDSE's. BTW: HFS dataset, which is formally DSORG=PO, can be allocated as multi-volume.
