It seems to be obvious but verify if DSN3INI is in this SYSTEM.DB210.LINKLIST and the dataset is really in LNKL01. Are you specifying BEGINPARALLEL in IEFSSNxx ? If so, put DB2/IRLM subsystems before BEGINPARALLEL and after SMS.
