It is not essential to have RC=0 from an APPLY. RC=4 is usually ok, but you do 
need to ascertain the reasons for it. PTFs that do not apply because there is 
an 
ERROR hold is not a problem, unless those PTFs are critical for your system. 
There has to be a specific problem that you have with your system.

IF you have researched the APARs for these error holds,

And IF you have determined that the PTF(s) that are held resolve a problem that 
you have been experiencing,

And IF you have decided that the problem that you have that is corrected by the 
PTFs is more critical in your environment than the problems described by the 
APARs,

Then, and only then, does it make sense to bypass the errors.

Yes. BYPASS(HOLDERROR(...)) tells SMP/E to introduce new errors to your system. 
Don't do it unless you REALLY know what you are doing.
