Do you know this, or is it just a fear? I would run REPORT ERRORSYSMODS 
on TGT1 after receiving the latest FULL HOLDDATA. If there is a PTF

If you have researched the error APAR, decided that you can live with 
the error, and want the three target zones to be the same, this is the 
way to go. The result of the bypass is that SMP/E applies the PTF as 
if there was no ERROR HOLD. IMO, it makes sense to do this ONLY if 
you have satisfied yourself that the error introduced by the PTF is less 
of a problem in your environment than the problem that the PE PTF is 
intended to correct.

If it is your desire to have all three target zones to be identical, you 
might have other problems due to additional received maintenance. If 
that is your goal, I would recommend applying just the base FMID(s) 
to TGT3, with BYPASS HOLDERROR if necessary, then run REPORT 
CROSSZONE to get a list of PTFs to apply to TGT3. Apply those PTFs 
to TGT3 without BYPASS. TGT3 will be different from TGT1 and TGT2. 
Research the differences and decide what to do. It may mean that 
you will need to RESTORE some maintenance from TGT1 and TGT2

Since you are doing this to a live system, it would be safer to clone 
TGT3 to TGT4 and do your maintenance to TGT4. When you are satisfied 
with the end result, you can run your APPLY to TGT3.
