1) Yes you can alter the existing DATACLAS to support extended addressability
2) Existing datasets will not be affected until recreated, and even then, 
*maybe*

An extract from my extended dataclas:

Data Set Name Type  . . . . . :         EXTENDED 
        If Extended . . . . . . . . :   PREFERRED 
        Extended Addressability . . :   YES          
        Record Access Bias  . . . . :   USER      

It would be far safer in my opinion to have you STGADMIN's create a new 
dataclas and specify that dataclas when defining the file.
ACS routines to support Extended dataclas are at you discretion.
