and I disagree. The problem here is one of incoherence. All of the COBOL programs that access the same data need to be compiled with the same value of <option> in NUMPROC(<option>). Moreover, it is now clear that NUMPROC(NOPFD) is what is required globally. More generally, the traditional COBOL-shop aversion to recompiling is one that urgently needs to be discarded. It was never sensible, and it is no longer even tenable.
