Instructions counts are captured only on machines that have the 
appropriate support.
I view that data as, more or less, an experiment. 

If and when they are deemed worthy of being an analog of CPU time, 
additional support would be provided.

It appears that the "Hopefully" is not part of the current implementation. 
But it would be part of any complete implementation.
