If you are running a very old level of IMS that still requires DFSMRCL0 (aka "Mr. Clean"), my suggestion would be to add a library to the very end of the link list that contains a copy of IEFBR14 renamed to DFSMRCL0. On systems with IMS, the real DFSMRCL0 in RESLIB will be found in the link list ahead of the renamed IEFBR14. On systems without IMS, the renamed IEFBR14 will run instead. The usermod can be applied to every copy of z/OS so you do not need to have two sets of z/OS target libraries to maintain.

This also covers the cases of a missing IMS volume during IPL and a missing DFSMRCL0 in RESLIB.
