It's a bit more complicated than that; the behavior of ASI depends on
whether interlocked-access facility 1 is available. IAC, the point
remains that the user of a synchronization facility needs to
understand the rules and should not expect interoperability between
unrelated facilities, e.g., latches and semaphores.
